Title:Development of a National Literacy Assessment Instrument for Cross-Linguistic Use in Nepal

Description:This thesis presents a criterion-referenced assessment instrument designed to formally measure the literacy skills and overall proficiency of Eastern Tamang adult learners. The proposed assessment begins with an operational definition of literacy, identifies a range of skills which both underlie basic literacy and reflect the range of practical applications of literacy in daily life, and posits minimum skill levels which can be used to uniformly characterize the literacy abilities of Eastern Tamang adults. The assessment instrument consists of 3 main parts: an entry point diagnostic test, an oral test, and a written test. Through this assessment, Eastern Tamang adult learners will be able to tell what specific literacy skills they have obtained and at which specific skill levels they are now.
